Our vision is to establish sound Biblical foundation across the nation starting from the leaders of the land down to the barangay, reaching every family and every grassroot member of our society, with the goal of touching every heart with the gospel, transforming their hearts, that will result to establishing righteous leadership, stronger government, responsible citizens, better families, and a peaceful nation.

For real changes to take place, the transformation of the heart must be dealt with first.
The Philippines proudly boasts to be the only Christian nation in Asia. But statistics in terms of poverty, corruption, crime, human trafficking, illegal drugs, broken and dysfunctional families proved that our claims are the otherwise.
Driven by the desire and knowing that true reformation comes only after the transformation of the heart, a group of Chaplains, Imams, Pastors, and religious people, led by a Bishop and a former convicted but pardoned inmate, Bishop Galma T Arcilla, organized the Pastors Advocates Chaplains’ Organization Inc. (PACOI).
On August 9, 2016, PACOI was born and from thereon, in our little way, impacted the lives of people we come in contact with.

PACOI designed lessons that will meet the need of every human being and will result in transformation, changing their viewpoints about important matters that affect their lives, their work,
their environment and their relationships. If our petition be granted, these are the six (6) points agenda that we believe through the years of evaluating and studying are the most important biblical truths that men need.
Focus on the Family Matters – Family is the basic unit of the society. Family is represented in every school, every church, every community, every place of work, every barangay and everywhere. If there is problem in the family, the same will be brought to all other institutions. If the family fails everything that is worthwhile will fail. But if the family is strong and vigorous, so does everything.
Good Governance / Government - There is an on-going spiritual conflict and the government is a divine establishment instituted by God to provide freedom and protection to the human race, to establish peace and order, to render social services and to ensure economic prosperity of the country.
Spiritual Transformation - “Garbage in, garbage out.” You don’t need to teach a fish how to swim. It swims automatically because it’s its nature to swim. Man is not only natural or mortal, man is also a spiritual being, but that being was corrupted by sin. You don’t need to teach man to commit sin. It’s becomes natural for him to sin. For man to produce divine goodness, there must be a spiritual transformation first.
Moral Virtues - Personality refers to the combination of qualities, attitude and behavior, that makes a person distinct from others. Character refers to a set of moral and mental qualities and beliefs, that makes a person different from others. A personality is what people can see; character is who you really are.
Stewardship - Nature, time, treasure and talents are gifts and were just entrusted to us by God. Enhancing and taking care of them will ensure benefits not only the present by the future generation as well. Mismanaging and abusing them will result disaster to both
Patriotism and Citizenship - God honors nationalism. While the government ensures the protection, peace and order, render social services and ensures economics growth of the country, the citizenry is to rally behind the government, promotes nationalism, and likewise render service to the country in any way possible.
King David, the psalmist says: “… thy rod and thy staff they comfort me.” Psalm 23:4
Rod is used by the shepherd to discipline the “black” and erring sheep. Also used as a protection against attacking wild dogs and threats from other animals.
Staff is to show care, comfort and protection. If a sheep falls into ravine, the shepherd will use the staff to rescue and get the sheep out of danger and life threatening situations.
The TAOCIG and PACOI can be the rod and staff that can be your partner in achieving the best for our country.
Our founder, Bishop Galma T Arcilla is both a trained military intelligence officer (rod) and an ordained man of God (staff).
All the men that rally behind us were all trained to be and do the specific job the moment a situation calls for such.
We support the government as the Bible mandated:
Romans 13:1-5
1. Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.
2. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment.
3. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval,
4. for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer.
5. Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience.
